How to layer like this?

I love the look of this top on the picture! Is it one top or two tops layered?

To me, it looks like a conscious crop! Although the tops aren’t super fitted , I can’t imagine they would have able to be layer ontop of eachother ! M’y guess Is that they have an aurora high neck crop over the concious crop to replicate the color of the transend leggings !! My best guess !! I own both tops—both are great !!
